===== r_arrow -- Draw an arrow on the screen =====
** usage:  r_arrow   opflg eflag ltime color ptpos angle length**
R_ARROW is a REALTIME operator.

Angle 0 is vertical, positive angles are rotated counter-clockwise
from the vertical.
