===== Neq -- Perform a "not equal to" comparison for each voxel =====
 **usage:  -e neq ref **\\

REF can be a constant or another data set with similar XY dimensions.

If REF has fewer slices or time points (ZT dimensions) than the current data set then REF images will be reused for all slices/time points.
